The Naval Academy cannot charge midshipmen for tuition, room, or board unless a law passed after October 5, 1994 expressly allows that charge. Charges that already existed on October 5, 1994 may continue, and if the Academy changes any such allowed charge, the Secretary of Defense must notify Congress.
