The Secretary of the Navy can let the President of the Naval War College accept certain research grants. These grants must pay for work done by a college professor or instructor and must support scientific, literary, or educational projects. Grants must be won in competition and come from groups organized mostly for science, literature, or education. The Secretary will set up an account to hold the grant money, and the College president must spend it under the grant rules and other laws. With limits set by Congress, Navy funds can pay costs to apply for these grants. The Secretary must write rules to run the program.
