The Secretary of the Navy may let the Marine Corps University president accept certain research grants. The grants must be competitively awarded for scientific, literary, or educational projects and must be done by a professor or instructor at the University. Grants can only come from groups like corporations, foundations, funds, or schools that exist mainly for those purposes. The Secretary will set up an account for the grant money. The president must spend the funds under the grant terms and Navy rules. Appropriated money may pay costs of applying for or seeking grants if funding laws allow. The Secretary must issue rules to manage this.
