The Secretary of the Navy may sell fuel and other needed supplies to a merchant ship under rules he sets if the ship (1) cannot get those supplies where it is, and (2) cannot safely go to the nearest port without endangering the ship, the crew’s health or comfort, or the cargo. Prices must be what the Secretary considers reasonable. Payment must be cash or another way that ensures prompt payment. Money from the sale goes into the current government fund for that purpose and may be used for the same purposes as that fund.
