The Secretary of the Navy may use any ship taken off the Naval Vessel Register for experimental purposes. Before using a ship that way, the Navy must remove parts and equipment as is practical and do any environmental cleanup needed. The removed materials can be sold by the contractor or by a sales agent the Secretary approves. Money from those sales must pay for the removal and cleanup work. Any leftover funds go back into the same account that paid the costs and can be used to strip and clean other ships for experiments. “Use for experimental purposes” includes Navy sink exercises and using a ship as a target.
