The Secretary may make agreements to protect and manage oil lands the United States owns. He can contract with owners or lessees inside or next to naval petroleum reserves to conserve oil and gas or to pay for expected drainage instead of drilling or operating nearby wells. He can also trade U.S. lands, rights to royalty production, or money recovered for wrongful oil taking to acquire private lands or leases inside Naval Petroleum Reserve Numbered 1. The Secretary must report all such agreements to Congress each year.
