Under section 121 of title 40 and the Secretary’s rules, the Navy may sell extra or nonstandard clothing at very low prices to charities, States, and local governments if they agree not to resell it but to give it to people in need. A fair share must be set aside for each State and the District of Columbia, and that set‑aside cannot be sold for other places for at least 30 days.
