If a state's governor asks and the state has a seacoast or borders the Great Lakes, the President can tell the Secretary of the Navy to lend one fully equipped cutter for every 25 cadets, and other spare seamanship gear, to one established military school in that state that wants to teach basic seamanship. To get a loan, the school must have cutter‑drill facilities; at least 75 cadets who are 15 or older, wear uniforms, receive military instruction, and live in barracks under military rules; and room to house and teach 150 cadets at once. The Navy must require a bond equal to twice the equipment’s value.
