Allows the Secretary of the Navy to sell goods and services from ship stores to members of the naval service and to other people allowed by law, under rules and prices the Secretary sets. The Secretary can also give financial services, space, utilities, and labor to ship stores without charging them back. Merchandise sold afloat may cover 11 types of items, such as health and beauty products; prerecorded music and videos; photo batteries; appliances; uniforms and athletic gear; luggage; stationery, books, and magazines; sundries, games, and souvenirs; drinks and snacks; laundry and cleaning supplies; and tobacco.
