A person harmed by a stay may send written notice to the Secretary asking reconsideration and new certificate. The notice must identify the stay and cannot state facts. Within ten days the Secretary must hold a secret meeting to hear the claimant, and within ten days must file a certificate with the court stating whether the stay ends or its duration. If he fails, the court must order filing.
