The Secretary of the Navy must create the National Oceanographic Partnership Program. Its goal is to help the nation by improving what we know about the ocean so we can protect national security, grow the economy, keep a good quality of life, care for the environment, and strengthen science education and communication. The program will coordinate ocean work by building partnerships across federal agencies, colleges and universities, industry, and other ocean science groups for science, data, technology, resources, education, and communication. It will also accept, plan, and run ocean research projects funded by grants, contracts, cooperative agreements, or other appropriate funding methods.
