The Ocean Policy Committee must set up an Ocean Research Advisory Panel with 10 to 18 members chosen by the Committee co-chairs. At least three members must come from the National Academies. Other members must represent ocean industries, state, tribal, territorial or local governments, universities, and people known for work in marine science, technology, or policy. The Committee must make sure the panel is balanced across academic, scientific, industry, geographic, gender, and racial lines. The panel must meet at least twice a year. It will advise the Committee on running the National Oceanographic Partnership Program, on national ocean science, engineering, facilities, and resource needs, on improving diversity, equity, and inclusion in ocean fields, on research priorities, and any other duties given by the Committee. The NOAA Administrator must provide administrative and technical support. The panel ends on January 1, 2040.
