§9025 Office of Expanded Competition

Summary

Creates an Office of Expanded Competition inside the Office of the Secretary of the Air Force. The Secretary of the Air Force picks a Director from Department of Defense employees who either hold a Senior Executive Service position (see section 3132 of title 5) or meet the Executive Core Qualifications for that grade. The Office will watch and assess hostile foreign investments into industries the Defense Department cares about, pick and fund important technologies and assets that need help, support DoD technology scouting and investment decisions, back building and upkeep of key facilities and capabilities, test tools to improve investment review, help provide capital support, and work with other agencies to protect national security. “Adversarial capital flow” means investment by an adversary country’s government or an entity under that country’s laws. “Capital assistance” means a loan, loan guarantee, or technical assistance.
