The Secretary of the Air Force can let the Superintendent of the Academy accept certain research grants. The work must be done by an Academy professor or instructor and must have a scientific, literary, or educational purpose. Grants must be won through competition and come from organizations like corporations, funds, foundations, schools, or similar groups that are mainly set up for those purposes. The Secretary must set up an account for the grant money and make rules for how it is used. The Superintendent must spend the money following those rules and the grant terms. Money Congress provides for the Academy may pay costs of applying for or pursuing these grants, if allowed by appropriation laws.
