The Academy cannot make cadets pay for tuition, room, or board unless a law passed after October 5, 1994, specifically allows that charge. If a fee was already charged on October 5, 1994, the ban does not stop it, and the Secretary of Defense must tell Congress if the Academy changes that fee.
