The Secretary can let the Air War College accept competitive research grants. Grants must pay for work done by a College professor or instructor for scientific, literary, or educational purposes and must come from corporations, foundations, schools, or similar groups set up mainly for those purposes. The Secretary must set up an account for the money, and the Commandant must use it under the grant terms and rules. Appropriated funds may pay application costs, subject to limits in appropriations Acts. The Secretary must write regulations.
