Allows the Civil Air Patrol to use federal equipment and supplies — like aircraft, vehicles, computers, and communications gear — that federal agencies gave or that were bought with government money to help state or local authorities with disaster relief, emergencies, and other missions, and to carry out its other federal purposes. It must follow the rules for using federal property. CAP can assist without being paid; if it does charge, it may set rates below private-sector prices. The Secretary of the Air Force may give money to help pay for liability insurance for these missions.
