The Secretary of the Air Force can provide certain supplies and services to foreign military or other government aircraft when it’s in the U.S. interest and under rules the Secretary sets. The foreign country pays the cost later (no advance needed) only if that country gives the same treatment to U.S. military or state aircraft. Covered items include routine airport help (landing and takeoff aid, fueling, runway use, parking, and baggage/cargo handling) and other supplies (Air Force fuel, food, spare parts, and general stores, but not ammunition). Routine airport help can be free if Air Force personnel and equipment provide it at no direct cost or if a reciprocal agreement gives U.S. aircraft the same free services. If a working‑capital fund activity under section 2208 provides services and is not paid directly because of such an agreement, it will be reimbursed from Air Force operation and maintenance funds.
