The Secretary of the Air Force may lend old military weapons and supplies to schools and to State soldiers’ and sailors’ orphan homes in a State, Guam, or the Virgin Islands for drill and training. The loan must be recommended by the governor of that place, follow Air Force rules, and the United States pays no transportation cost. Loans cannot go to places that could already get such items under a law that was in effect on June 30, 1906 and still applies. Each school or home that borrows must give a bond worth double the value of the items. The bond covers care, safekeeping, and returning the property, except for items that were properly used up.
