The administration must use other federal agencies and their field offices to avoid wasted money and repeating work. The President can order those agencies to give the administration information they have about its duties, except for information given in confidence under a law or agreement. The administration may work with states, territories, local governments, or private people. Governors must tell the right Agriculture Department bureau about research needs. By Executive order, the President may transfer to or from the administration any (1) executive offices or bodies that do scientific, extension, or marketing work for farm products, (2) related functions, and (3) records, property (including equipment), personnel, and unspent appropriations tied to that work.
