Federal housing programs that help low- and moderate-income families must give strong priority to good building design. Design should be part of the plan while still keeping to careful budget limits. Good design makes homes more attractive and better for the people who live in them. Housing should fit the look and quality of the neighborhood. Congress praises HUD’s recent design efforts but says more attention is needed to improve our cities.
