Summary
The Secretary must, at least every two years, survey economic and housing market conditions at the national, regional, and local levels. The survey must collect data that can be compared to the data from the 1981 survey.

The Secretary shall, not less than biennially, survey national, regional, and local economic and housing market conditions in a manner that provides data comparable to the data collected in such survey conducted in 1981.
