Title 12 › CHAPTER 13 — NATIONAL HOUSING › § 1701z–8
The Secretary must run a nationwide test program to try different kinds of financial help so people will add approved energy-saving and renewable systems to existing homes. The help can be grants, low-interest loans, interest payments, loan guarantees, or other kinds the Secretary picks. Both homeowners and renters can get help. Grants for energy-saving steps are limited to the smaller of $400 or 20% of the cost. Grants for renewable systems are limited to the smaller of $2,000 or 25% of the cost. The Secretary can raise those limits for families whose income last year was below the local median, and can change the limits if needed to meet the program goals. A person cannot get both a grant under this program and a tax credit for the same work. Renewable systems may need to meet performance rules and be certified before payment. “Approved” measures are those on a list published by the Federal Energy Administration (or its successor), and an energy audit may be required for some projects. The Secretary must test the program in many places to cover different climates, house types, and income levels. The Secretary must study which incentives work for different incomes, check other aid that exists, work with state and local groups and other federal agencies, and try to avoid delays, unfair access, and fraud. The Secretary can hire or team up with other governments or groups and should coordinate with state energy plans. Before funding any test project, the Secretary must tell Congress the rules that will be used to judge it. The Secretary must send an interim report to Congress 6 months after August 14, 1976 and every 6 months after that until a final report is sent not later than 2 years after August 14, 1976. Up to $200,000,000 is authorized for the program, and money stays available until spent.
