Allows the Secretary to insure home loans for houses or neighborhoods that use new building technology or experimental design rules to try to lower costs or improve quality, livability, or durability. To be insured, the Secretary must find the property an acceptable risk, believe the testing will give useful information, and set any extra terms needed. The Secretary can also insure loans for projects built under plans the Secretary has approved under another program. For new construction, the Secretary will estimate replacement cost using similar conventional design, materials, and construction instead of a normal appraisal. Some limits that normally apply to loans to nonowner landlords may be waived for these insured mortgages. The Secretary may make contracts and spend money to carry out the program. If a defect appears that the Secretary finds was caused by the new technology or experimental standards, the Secretary may pay to fix it after the mortgage is insured, especially to protect people living there. The Secretary may use the same tools and authorities that apply to other insured mortgages when they are appropriate for these experimental-insured mortgages. The Secretary may study and share the data from these projects. Lenders get the same insurance benefits they would have gotten if the loan had been insured under the regular program the loan would otherwise qualify for. If a borrower defaults, the Secretary may, under rules he sets, pay the lender in cash or government debentures or buy the loan and its security by paying the unpaid principal, accrued interest, and approved advances. After the Secretary buys the loan, the lender has no further rights or obligations. If paid in cash instead of debentures, the payment will include an amount equal to the interest the debentures would have earned up to a date set by regulation.
