Mortgage insurance will not be approved for new construction if the property does not have a public or adequate community water and sewer system, except for commitments made before August 10, 1965. This rule only applies when the property is not served by a system the Secretary approved under subchapter IX–A as it existed immediately before December 15, 1989, and local officials certify the area can economically get such systems. Economic feasibility must be judged without caring whether building the systems is authorized by law or needs approval by local governments or public bodies.
