The Secretary may insure certain home loans to help World War II veterans get more housing they can afford. The total amount of loans insured under this program cannot go over $6,150,000,000, but the President can let it rise to no more than $6,650,000,000. No loans may be insured under this part after April 30, 1948, except if the Secretary already promised to insure them by that date or they refinance an existing insured loan without increasing its principal or length. A related rule for another part of the law stops new insurance after March 1, 1950, with similar exceptions and a possible $500,000,000 increase if the Department got the application by that date. Anyone who sells or owns a loan insured under one part must swear they will not refuse families because they have children; breaking that promise can bring a misdemeanor fine up to $500. The Secretary can also require some insured homes to be offered for rent for periods he sets. To qualify, the loan must be made to and held by an approved lender and meet rules set by the Secretary. The loan cannot be more than 90% of the Secretary’s estimate of the property’s value (with a special cost test for some applications filed by March 31, 1948). The home must be for no more than four families, and principal limits are listed as $5,400/$7,500/$9,500/$12,000 and also appear as $8,100/$12,500/$15,750/$18,000 depending on the rule applied. Loans must amortize fully, run no more than 25 years from insurance date, and carry interest no higher than 4% per year. The Secretary sets an insurance premium between 0.5% and 1.5% per year on the outstanding principal, payable by the lender in cash or in government debentures, and may require prepayment or adjustments if the loan is paid off early. An insurance contract signed by the Secretary is final proof the loan was eligible and cannot be attacked by an approved lender later, except for lender fraud or lies.
