Allows the Secretary to insure home loans in areas the President names as critical for defense. Lenders can apply and the Secretary can promise insurance before the loan is made. The Secretary limits how many housing units may be insured in each area and can require that insured properties be held as rentals for set times, with approved owners and rules about sales. If a commitment to insure existed on June 1, 1953, but the housing later is found not needed for defense, the Secretary may pay the lender on behalf of the borrower for labor and materials less salvage, plus a 4% development allowance, if a claim is filed within six months of that decision. The borrower must swear not to refuse families with children; buyers must also swear; breaking that promise is a misdemeanor punishable by up to $500. To qualify, the loan must be with an approved lender, cover no more than 90% of the appraised value at acceptance, be for a one- or two-family dwelling approved before construction and begun after September 1, 1951, and meet dollar caps of $8,100 for single-family or $15,000 for two-family homes (which the Secretary may raise to $9,000 and $16,000 in high-cost areas). The Secretary may add up to $1,080 for each extra bedroom above two for three- or four-bedroom units if needed. Loans may run up to 30 years, must fully amortize, and may carry interest up to 4.5% (not counting insurance premiums). The Secretary sets other required loan terms and an insurance premium between 0.5% and 1.5% per year of outstanding principal, payable by the lender (in cash or special debentures). If a loan is paid off early, the Secretary can adjust or refund premiums fairly. The Secretary can also give defense workers priority to buy or rent these homes. An insurance contract from the Secretary is final proof the loan was eligible and cannot be contested by an approved lender except for fraud.
