Title 12 › Chapter 18— BANK SERVICE COMPANIES › § 1866
Bank service companies must not unfairly refuse or limit services to depository institutions that don't own stock in, or aren't members of, the company just because they compete with owner or member institutions. Exceptions: (1) they may charge prices that cover all costs, including the cost of capital and a reasonable return; (2) they may refuse if similar services are available elsewhere at competitive total cost or if providing the services would exceed the company's practical capacity.
