Title 12 › CHAPTER 23 — FARM CREDIT SYSTEM › SUBCHAPTER IV — PROVISIONS APPLICABLE TO TWO OR MORE CLASSES OF INSTITUTIONS OF THE SYSTEM › Part A — Funding › § 2153
Banks in the System can get money by borrowing, lending, issuing debt, and investing extra cash. They may borrow from or lend to other System banks, borrow from commercial banks, issue notes or other debt on their own responsibility, and invest surplus funds as they choose. They can also issue their own bonds or similar obligations that are fully backed by the loans, mortgages, and security instruments they hold, but those issues need approval from the Farm Credit Administration. Banks may join with other System banks to issue consolidated or System-wide debt. Any joint or System-wide issue must be approved by the Farm Credit Administration, and a System-wide issue also needs agreement from each participating bank’s board. Except for the simple borrowing and lending in the first paragraph, banks must issue debt through the Federal Farm Credit Banks Funding Corporation unless they sell investment-type bonds outside it at interest rates not higher than the allowable savings-deposit rates under Federal Reserve rules for member banks.
