The Federal Reserve Board must make rules about moving money and the fees charged between Federal Reserve Banks and their branches. The Board can act as the clearing house that settles those transfers, pick a Federal Reserve Bank to do it, or require each Federal Reserve Bank to serve as a clearing house for deposit-taking banks.
