The Council and each federal banking agency on the Council must review all rules they make at least once every 10 years to find rules that are old, unnecessary, or too burdensome for insured depository institutions. They must sort the rules by type (for example, consumer rules or safety-and-soundness rules) and regularly publish notices asking the public to comment on those categories. Every rule must get a notice-and-comment review at least once every 10 years. After the public comment, the agency must publish a summary of the comments in the Federal Register, note major issues, and remove unnecessary rules when appropriate. Within 30 days of that summary, the Council must send Congress a report that summarizes key public concerns and explains whether the agency can fix the problems by changing rules or if new laws are needed.
