Can create advisory groups, hold hearings, and make rules to carry out its duties. It can meet where needed, take testimony, accept evidence, share information, and do research. Any rules must be made under the Administrative Procedure Act (chapter 5 of title 5) after notice and a chance to comment, and are limited to temporary practice, the national registry, information sharing, and enforcement. To make those rules, it must form an advisory committee with appraisers, lenders, consumer advocates, real estate agents, and government agencies, and hold meetings as needed.
