A Federal Reserve bank may buy or discount bills payable on sight or on demand that come from shipping nonperishable, readily marketable agricultural and other staple goods, if the bills are backed by bills of lading or other shipping papers showing title. If a member bank endorses such a bill, that endorsement waives demand, notice, and protest as to that endorsement, and the practice must follow rules set by the Federal Reserve Board. The bills must be sent promptly for collection and payment demanded after the goods arrive, may not be held more than 90 days, and interest may be estimated and later adjusted after payment.
