If you file a counterclaim in a case the United States brings using private lawyers hired under section 4241, you cannot pursue that counterclaim unless you have served it directly on both the Attorney General and the U.S. Attorney for the federal judicial district that covers where the case is pending. Service must follow the court’s rules for serving papers.
