The Director must make rules about what the enterprises can own so their portfolios have enough capital, match their mission, and operate safely. The Director must think about whether holdings help keep a liquid secondary mortgage market, how they compare to the mortgage market, and follow the standards in section 4513b. The Director can temporarily change the rules during economic trouble and will watch each portfolio. The Director may order an enterprise to buy or sell any asset, under terms the Director sets, if that supports the Act’s purposes, regardless of the enterprise’s capital classification.
