Creates the Community Development Financial Institutions Fund to help revive struggling urban, rural, and Native American communities by investing in and helping community development financial institutions (CDFIs), including improving their access to funds for lending. Congress found these communities face low growth, poverty, and few jobs. Fixing them needs coordinated development plans, strong support services, and more equity investments and loans for things like businesses, housing, commercial property, and human development. CDFIs have shown they can meet these needs.
