Authority in sections 5211(a) (except 5211(a)(3)) and 5212 must end on December 31, 2009. The Secretary can extend that authority by sending a written certification to Congress so it expires 2 years from October 3, 2008. The certification must explain why the extension helps American families, stabilizes financial markets, and give the expected cost. The Secretary may further extend to December 31, 2017 only for current participants in the Housing Finance Agency Innovation Fund for the Hardest Hit Housing Markets, and any obligations after that extension may not exceed $2,000,000,000.
