Calculate the cost of buying troubled assets under section 5211(a), of guaranteeing troubled assets under section 5212, and of any related cash flows under section 5212 and sections 5216(a)–(c) using the methods in the Federal Credit Reform Act of 1990 (2 U.S.C. 661 et seq.). For purposes of section 502(5) of that Act (2 U.S.C. 661a(5)), use an adjusted discount rate in section 502(5)(E) that reflects market risks to compute costs. If a troubled asset or guarantee is changed, its cost is the difference between the current estimate using the adjusted rate before the change and the current estimate using the adjusted rate after the change.
