The Secretary can create a multiyear program that awards grants and other agreements to help low- and moderate-income people open one or more accounts at federally insured banks or credit unions and to make it easier to get accounts on fair terms. Only eligible groups can join under rules the Secretary sets. Those groups may offer account-related help, like small-dollar loans and financial education or counseling about using and managing accounts.
