Gives the Federal Reserve Board the power to make rules that let a U.S. bank’s foreign branch do the usual local banking activities where it operates, if the branch follows any conditions the Board sets. The rules cannot let a foreign branch run general trade in goods or, except to the limited extent the Board allows for securities issued by a "foreign state" (as defined in section 632), take part in underwriting, selling, or distributing securities. "Foreign state" — the meaning given in section 632 of this title.
