Title 12 › Chapter 6— FOREIGN BANKING › Subchapter II— ORGANIZATION OF CORPORATIONS TO DO FOREIGN BANKING › § 624
The Board can name a conservator or receiver for a corporation under this subchapter just like the Comptroller does for a national bank. That person has the same powers, duties, and limits, and the Board has the same authority over them. The Board may order them to file under title 11; then title 11 governs instead of other federal or state insolvency law.
