The Secretary must collect and publish cotton figures on a set schedule. Amounts ginned from each crop must be reported before Aug 1, Sep 1, Sep 15, Oct 1, Oct 15, Nov 1, Nov 15, Dec 1, Dec 15, Jan 1, Jan 15, Feb 1, and Mar 1. The Aug 1 and Sep 1 checks can be limited to parts of cotton-growing states where ginning has occurred. The Secretary must also publish monthly totals for cotton used by mills, baled cotton on hand, active consuming spindles and spindle-hours, and cotton imports and exports as soon as each month ends. When reporting cotton in storage and carry-over, the Secretary must list bales of linters separately from bales of cotton. Right before each Department of Agriculture cotton report, the Secretary must give the latest statistics to that Department, and the Department must include them in its report.
