The Secretary must gather available information about cotton in other countries, including how much they produce, consume, and keep in stock, and how many spindles there use cotton. The Secretary must put a short summary of that foreign data into Commerce cotton reports and give the same summary to the Department of Agriculture so it can include it in its cotton reports.
