The Commandant must work with the Secretary of Defense to get help with contracting and managing Coast Guard buying programs. The Commandant must also try to use Department of Defense or other agency contracts when that helps get the best price for Coast Guard equipment. The Commandant must keep a written agreement with the Secretary of the Navy to get help from the Navy’s research and acquisition offices for major buys. The agreement must cover three things: exchanging technical help, using Navy technical experts, and temporary staff exchanges to build Coast Guard skills. The Chief Acquisition Officer must, when possible, use Navy-style rules to approve technical requirements.
