The Secretary, through the Commandant or the head of an integrated program office for a major acquisition, may sign contracts for a major acquisition program and 3 Polar Security Cutters beyond those approved on November 1, 2019. Those contracts can be block buys (buy many items at once), paid in stages, include combined purchases of materials, components, and long‑lead items, and may be multiyear contracts as allowed under 10 U.S.C. 3501. Every contract must state that any U.S. payment depends on money being specifically provided in later appropriations Acts.
