The Commandant can announce all construction, design, and engineering needs for Level 1 or Level 2 projects and hire firms based on who is most qualified and on fair, reasonable prices. Prospective contractors must give statements of qualifications and past performance. The Commandant will review those statements, talk with firms about ideas and methods, and pick firms in order of preference using criteria the Commandant publishes. The Commandant must try to negotiate 1 or more contracts at fair and reasonable pay, considering the scope, complexity, professional nature, and estimated value of the work. If talks fail with the top firm or firms, the Commandant must stop negotiations and move to the next most qualified, repeating or adding firms until one or more agreements are reached.
