Using section 1181 funds, the Commandant may not get a floating drydock for the Coast Guard Yard. Exceptions let the Commandant use another entity to procure one, build one at the Yard, or buy a commercial drydock. The drydock should follow commercial design and construction when practical, be berthed at the Coast Guard Yard in Baltimore when lifting or maintaining vessels, be U.S.-built, and handle Offshore Patrol Cutters and National Security Cutters.
