The Secretary of the Coast Guard, with the Coast Guard Academy Superintendent’s agreement, can let a covered foundation use Academy buildings or equipment. The Secretary decides if the foundation pays or uses them for free. Use can’t put Coast Guard members or cadets at risk. The use must not create any legal liability for the United States, must not keep officials from doing their jobs fairly, must not damage the integrity or appearance of Coast Guard programs or people, and cadets may join only as honor guard members. All uses must follow ethics rules and be approved by a Coast Guard lawyer. The Secretary must write policies for this. If the Secretary allows uses in a fiscal year, the Commandant must report to two congressional committees by the last day of that fiscal year how many events or activities were supported. A “covered foundation” is a 501(c)(3) nonprofit the Secretary finds supports Academy recruiting, parent/alumni work, cadet development, school growth, or athletics.
