The President can pick up to 36 foreign nationals for the Secretary to allow to train at the Academy. They get the same pay and benefits as a cadet under section 1922, paid from the same funds. Their country must agree in advance to repay training costs at a rate the Secretary sets, unless the Secretary waives repayment; repayments go back into those funds and can be split between fiscal years. Foreign nationals do not get a Coast Guard appointment just by graduating. They must follow the Academy’s rules on admission, attendance, discipline, and graduation unless the Secretary sets different rules.
