The Secretary must create a promotion zone before a selection board can recommend officers for ranks above lieutenant (junior grade) and below rear admiral (lower half). A promotion zone includes the most senior eligible officers on the active-duty promotion list who have not been placed in a promotion zone before. The number of officers in a zone is set after considering (1) the needs of the service, (2) projected vacancies to keep promotion chances fair across year groups, and (3) whether time in the grade fits a desirable career promotion pattern. Promotion zones for rear admiral (lower half) are set as the service needs require.
